Webinars - Best Practices for Conducting Second Review of F&R Price Household Applications

It is Back-to-School time and that means it is Free & Reduced (F&R) Household Application processing and eligibility determination season.  As you know the state agency requires SFAs that process F&R Applications to conduct a second review of each household application and to assist you in navigating the process we have scheduled two webinars.  Each webinar session will cover procedures and best practices for conducting second reviews based on methods of processing F&R Applications (i.e., manual, scanning, web-based, etc.) as well as documentation resources.

Income Guidelines for NC Pre-K Students

The NC DPI School Nutrition Services Section at the time of our first webinar on the Determining Free and Reduced Price Meal Eligibility on Thursday, July 30, 2015 did not have all the income criteria on the NC Pre-K Program for the 2015-2016 School Year.  Since that time we have been provided income documentation and it reveals that the criteria used in the NC Pre-K programs (1.75% State Median Income) exceeds the limits of the 185% poverty income level (Reduced rates) as allowed by USDA; therefore, any student in the NC Pre-K program that is not directly certified, foster, homeless, migrant or runaway must have a processed Free and Reduced Price School Meal Household Application on file in the School Food Authority in order to receive Free or Reduced price meal benefits.

Regional Policy Update Schedule

We encourage each SFA to attend the Fall Policy Update within your most current (prior to July 1, 2015) regional assignment.  Beginning with the Winter Policy Update, you will attend the Policy Update within your newly assigned zone.

SP 41-2015 - Updated Offer versus Serve Guidance for the National School Lunch Program and School Breakfast Program Effective Beginning School Year 2015-2016

SP 41-2015a - Offer versus Serve Guidance for the National School Lunch Program and School Breakfast Program

Offer versus Serve (OVS) is a provision in the National School Lunch Program (NSLP) and School Breakfast Program (SBP) that allows students to decline some of the food offered.  The goals of OVS are to reduce food waste in the school meals programs while permitting students to decline foods they do not intend to eat. Attached is the updated guidance manual for operators using OVS, which is optional at all grade levels for breakfast and required at the senior high school level only for lunch. This guidance is intended to clarify the requirements of OVS, specifically related to what students must take in order to have a reimbursable meal.

 SP 42-2015 - Service of Traditional Foods in Public Facilities

[Release date:  July 31, 2015]

Section 4033 of the Agricultural Act of 2014 (P.L. 113-79) allows the donation to and serving of traditional food through food service programs at public facilities and nonprofit facilities, including those operated by Indian tribes and facilities operated by tribal organizations that primarily serve Indians. 

While this provision affects other food service programs, this memorandum is intended to provide guidance relating to this provision for schools and institutions operating the USDA Child Nutrition Programs.  Although this provision was enacted in February 2014, USDA is providing this basic information at this time to ensure that program operators may use it effectively as part of the USDA Child Nutrition Programs.

SP 10-2012 (v.9) - Questions & Answers on the Final Rule, "Nutrition Standards in the National School Lunch and School Breakfast Programs"

[Release date:  August 3, 2015]

This guidance addresses the final rule overall, and includes questions on general and specific aspects of the meal requirements.  Several QAs have been updated to clarify meal pattern flexibilities and share links to technical assistance resources.
