  •  September 2016 Claims for Reimbursement Submission Deadline Extended

Due to the recent weather related events, the deadline to file the September 2016 Claim for Reimbursement has been extended until Monday, October 17, 2016.  The safety and well-being of the students and staff in the areas impacted by Hurricane Matthew is one of the top priorities of the School Nutrition Services division.   

A copy of this email should be maintained on file for audit purposes.  The following error message will appear for any claim submitted beginning October 11, 2016:

“Original claims submitted must be received within 10 days from the last day of the claim month.”

Operational Accounting will override the error and process the claim for payment without further action on the part of the SFA.

  • Annual Conference for School Nutrition Administrators 2016

The 2016 Annual Conference for School Nutrition Administrators sponsored by the North Carolina Department of Public Instruction is scheduled for October 26-28, 2016.  The conference will be held at the Sheraton Imperial Hotel and Convention Center in Research Triangle Park, NC.  This professional development event will begin with a luncheon on Wednesday, October 26 at 12:00 noon and will conclude on Friday, October 28 at 11:30 a.m. Conference check In and on-site registration will begin at 9:30 a.m. on Wednesday, October 26. There will be general session speakers providing relevant information on a variety of School Nutrition topics, multiple breakout sessions, and networking sessions during the conference.

  • On-Site Review and Self-Assessment Forms for SY 2016-17

On Friday, October 7, 2016, the newly revised On-Site Review for Traditional Public Schools and Residential Child Care Centers (RCCIs) and the newly revised Self-Assessment for Charter Schools and Non Public Schools was distributed vial blast email.  The revised On-Site Review and Self-Assessment forms must be used from this date forward.  Please discard templates from previous and use the current documents located on the Monitoring & Compliance page of the School Nutrition website. 

The On-Site Review (Traditional Public Schools and RCCIs) must be completed prior to February 1, 2016 annually.  If the School Food Authority (SFA) has already completed the On-Site Review for the 2016-2017 School Year (prior to October 7, 2016) then the State Agency will accept this document.  Any On-Site Review completed after October 7, 2016 must be on the revised form.

The Self-Assessment Review must be completed two times per year, once by November 1 and once by April 1, unless instructed to do more.  If the SFA has completed the first Self-Assessment prior to October 7, 2016 using the old forms the State Agency will accept these.  However, any Self-Assessment completed after October 7, 2016 will be required to be on the newly, revised Self-Assessment forms. 

In addition to the Lunch On-Site Review and the Lunch Self-Assessment, another review requirement was implemented for the School Breakfast Program (SBP) at 7 CFR Part 220.11(d)(1).  SFAs are required to establish internal controls which ensure the accuracy of meal counts prior to the submission of the monthly claim for reimbursement.  The internal controls must include an onsite review of the easily observable general areas of review identified under 7 CFR 210.18(h) and the meal counting and claiming system employed by each school (as defined in 7 CFR Par 210.2) approved to participate in the NSLP and at 50% of the schools approved to participate within the jurisdiction of the SFA.  While the annual requirement is to complete 50% of the schools approved to participate in the SBP in the SFA’s jurisdiction, each school approved to participate in the SBP must be reviewed at least once every two years.

  • Reduced-Price Breakfast Allocation for SY 2016-17

The Reduced-Price Breakfast Allocation for the 2016-17 school year has been finalized.  Should you have any questions regarding the allocation, please contact your zone consultant.

The NCDPI School Nutrition Services Section is pleased to release the North Carolina Free and Reduced Price School Meals Household Application template form in Spanish.  We are very thankful to Sonja Williams, NCDPI’s Migrant Education Program Administrator for translating the NC F&R template application.  Please use this version if you need to provide a household with a Spanish-language Free and Reduced-Price School Meals Household Application.  Unfortunately, the only translation offered for the NC template is the Spanish translation.

  • Equipment Assistance Grants (EAG)

The NC Department of Public Instruction (NCDPI) is pleased to notify all School Food Authorities (SFA) of a grant opportunity specifically intended to help SFAs purchase commercial equipment for use in storing, preparing and/or serving nutritious meals to students that participate in the National School Lunch Program (NSLP).  The one-time appropriation of $955,130 has been made available to the NCDPI for sub-grants for equipment purchases in eligible schools and sites in traditional, charter and non-public schools and residential child care institutions operating the NSLP.

  • USDA Announces Availability of $5 Million in Farm to School Grants to Increase Local Foods in Schools

The United States Department of Agriculture (USDA) today announced that up to $5 million in grant funds are available to help schools create or strengthen farm to school programs this school year.  Administered by USDA’s Food and Nutrition Service, these annual, competitive grants will help further USDA efforts to increase locally sourced foods in America’s school meals. 

“Bringing the bounty of America’s farms into schools and onto breakfast and lunch trays is one of the best ways we can ensure students are receiving nutritious and delicious meals at school,” said Kevin Concannon, USDA Under Secretary for Food, Nutrition, and Consumer Services.  “Supporting these programs through the annual Farm to School Grants is a win-win for America’s schools, farmers, producers, communities, and children.”

  • SAVE THE DATE! SummerPalooza Summits Expanding Summer Meals for Children 2017

North Carolina Department of Public Instruction, School Nutrition Services Section will offer a collaborative workshop to provide a jumpstart for summer nutrition 2017. This workshop will provide an opportunity to learn more about the summer nutrition programs in North Carolina, identify ways to reduce barriers, and pinpoint areas where summer meals are needed to reduce food insecurity. Champion presentations will provide creative opportunities for continuous summer nutrition program expansion through effective partnerships.

Workshop Goals and Objectives

At the conclusion of the workshop, participants should be able to:

  1. Define the goals and objectives of the summer nutrition programs.
  2. Identify the summer nutrition program’s unserved and underserved area.
  3. Strategize to eliminate and or reduce barriers using best practices employed by other organizations that operate summer nutrition programs.
  4. Work collaboratively with community stakeholders to address participation deserts, set goals and actions to improve access in their community.
  5. Implement steps to improve summer nutrition program access.
  6. Continue collaborative work to achieve continuous summer nutrition expansion.

Audience and Credit
Target audiences include School Food Authorities, Colleges or Universities, and Public and Private Non Profit organizations that desire to learn more about improving access to the Summer Nutrition Programs.  Professional Development certificates will be awarded to participants who are present for the entire workshop.

Meals and Travel Lunch will be provided to registered participants.  Participants are responsible for all additional expenses including mileage, lodging if needed, and food and beverages for breaks and additional meals.
